Survivor data deserves the strongest protection there is — so encryption, database-level isolation, role-based access, and full audit logging are written into SOUL Navigators from the start, not sold back to you as an upgrade. Domestic-violence records are governed by VAWA and FVPSA confidentiality — in some ways stricter than HIPAA — and the platform is built to that standard.
Per-survivor data isolation

Survivor records stay out of shared systems like HMIS, and nothing is disclosed without survivor-controlled consent. Most domestic-violence programs fall under VAWA/FVPSA rather than HIPAA, and the controls above meet that bar today. For a shelter that handles clinical health data or whose funder requires it, the same system runs on HIPAA-eligible infrastructure with a signed BAA — switched on only when it applies, so you're never paying for compliance overhead before you need it.
